Remository - Configuration - Permissions - Allow_Votes - Yes
But your visitors must be able to navigate to your files!

Sorry, it isn't possible with Remository at present. The ability to vote was restricted to registered users after I had problems with malicious voting by anonymous visitors at one of my sites.
