The search plugin is code that supports the CMS site search mechanism, by taking the search words (and other choices) and returning all the files in the repository that match the search. With this plugin (otherwise known as a mambot) installed and published, the site search will show files from the repository when appropriate.
Please note that the search plugin uses the MySQL full text searching mechanism, and this has its own quirks. With less than three entries, no results will be shown. By default, words of fewer than four characters are ignored (which can have a devastating effect if you want to search for three letter acronyms), and there is a list of stop words that has some surprising inclusions. If you have access to the MySQL configuration, you can change these settings.
